Default Dreamweaver or Fireworks

I'm going to create a navigation bar that will appear on a few hundred pages. Should I use Fireworks to create it or Dreamweaver? I will be using Dreamweaver for the site anyway.

Use Fireworks as it's for creating banners, images and stuff like that, so a navigation bar should be pretty easy too.

You'd have to do it piece by piece and put it together in Dreamweaver though, as fireworks will be making the button images only, if that makes sense?
