Default how to read fan speed?

Hello, can anyone tell me how to read cpu fan speed?

I think my new Dell inspiron 530 desktop is a little noisy. Could it be the fan speed is too high? Or is it because of video card? (The computer has 128M nVidia 8300 card with dual monitor).

If it's loud, then it's running hot. Use compressed air and blow out the fan and vents of any dust.
