yes most times you will need to authenticate as root to install programs.
the command is :
sudo apt-get install program

geez man, this is just a deb file, am pretty sure you downloaded it onto your desktop.
now in termial just use the cd command and move to your desktop.
from there do :
dpkg -i libdvdcss2-dev_1.2.8-1_i386.deb

the file name is too long just rename it to libdvdcss

all i really want to do is install libdvdcss any way i can. Ive been working on this for 5 hours, asking questions and looking around, and nothing makes sense to me. I just saw someone said to install the program that way. I downloaded it also ,but dont know how to install it.

so it's on your desktop then ? right-click on it, in the right-click menu there's bound to be an "install" command !!
