Default Need some help with a TV Tuner

I have a Leadtek TV2000XP, which I'm starting to think is just a crappy TV Tuner in the first place(I'm open to suggestions for a new one.)

Anyways, I've got a couple of problems with it:

1. Does anyone know if it's possible to get the FM tuner to record straight through where it's plugged in at? Right now, the FM tuner doesn't like to work, and when it is working, it won't record, I've just got an antenna plugged into the FM port right now. Also, the Cable doesn't work to record either, it'll show a picture and play sound, but if I want to record a show with audio, I have to plug my cable box into the component cable I made for my 360.

2. When I record videos off Rock Band, they've got a LOT of static in the audio. Here's an example, it sounds alright, but there's a couple times where you can hear the static, it's not a very good example, a good example is Learn to Fly by the Foo Fighters, that one has a LOT of static, I might record that later to show you, but the video card wasn't wanting to record for some reason when I tried last time. Audio records just fine in other games as you can see in these videos.

3. Not a problem with my TV Tuner, but the front audio ports on my PC aren't working, I think it's because I don't have them plugged into my motherboard right, does anyone know where I can find a diagram of how it's supposed to be set up?

Like I said, I'm looking to get a new video card since this one kinda sucks, so please suggest if you know of a good one, I should be getting a pretty well paying job soon, so I think most TV tuners are in my price range, maybe just for the sake of stuff, keep it under $200, I'm not even sure if they go about $200.

I want one with TV, Radio, and if it's got a remote(preferably non-IR) that's cool too.
