Default Volume Control of a wave file

I have created a wave file. THen when i am running my wave data of course i don't wnat it all to be of exactly the same amplitude value when i created it and would rather want to chaneg its volume levels as it is running. The problem is how. The wave file explanation that i have don't specify how to do it. If i were to create different wave patterns for different volumes levels of the same sound then it would require a huge amount of extra data. I know that there must be a way to do it, i want to ask is how?

I don't think I get your question; any sound editor can change the sound level. Hell, even sound recorder has a volume decrease button...

ok do you have Nero soundtrax on your pc ? open it, and open the wav file.
Nero has some bunch of features in there try it
