Oblivion did come out for PS2.
Anyways, frames rates doesn't really matter on console, as the game is forced to run at a certain graphics setting that guarantees no lag (most of the time...).

Oblivion is available for the PS3, and most PS3 games are around 60 FPS.

runs fine for me on ps3 doesnt seem to give much problems at all

To be honest, most PS3 games are about 50-60 fps. Why? it's not because of the hardware that is slowing it down, it's mostly because of the scripting involved. It doesn't utilise the full potential of the PS3 right now. Unlike most PC games, when lag is involved, it's usually just your Video Card.
