I unplugged HDD then Ram but I still got same issue. I then got another Motherboard that had worked before but same issue again. Could it be my PSU? Please help.

I'm leaning towards RAM or PSU...

Take out all your RAM sticks. Put in one at a time and try to boot.

The hard drive plays no role in preventing your computer from starting up, unless you randomly swapped PCB boards.

A dead/dying hard drive will only prevent detection during POST, freeze during POST, or boot disk failure...
