Default help with internet browser

hello
i have a problem with my internet browser n if anyone could help me i would be happy. whenever i scroll my mouse, drag the sidebar or the arrow key, the page goes one line by one refreshing itself (like there is a line runnin all the way through from top to bottom as each line goes down). this happens even if i click the pagedn or up button. it takes ages to scroll this way.
i tried changin the settings in my browser as well in the internet options(smooth scrolling) but it doesnt work.
if anyone could help me ill be very thankful
thanx in advance

ps: just now i found out that not only my browser but everything on the screen goes skippin that way. i mean when i have a restored window moved from one plave to another on the screen it keeps blinkin that way n that way it takes a lot of time to move (there is this line as i said earlier which runs from top to down like it seems to refresh itself) somebody please help me!!!!!!!!!!!!!!!!!

hi
this is a new dell laptop(inspiron ) and it had windows vista as its operating system . i was so used to xp so i changed the os to xp pro. when it was as vista it worked fine. i dont know if this has to do anything with changing the os.
an additional info---i did some trouble shooting n they asked me change the "hardware acceleration " to none in the 'troubleshoot' tab which is under the settings for display properties. which was earlier set to "full"
now it seems to be better but still doesnt seem to scroll fast (cos the configuration is very good-intel core 2 duo, 3.50 gb of ram)
please tell me if i can make it right anyother way.
thanx

you need to install the correct video driver for XP now. Go to dell's support site and select xp as operating system and you can download the correct video driver for it. What Inspiron model do you have?

Download a new Graphic Driver. It could be that an update from Microsoft Windows that has caused the Graphic driver to mess up. What version of Vista (32bit or 64bit) are you using and what graphic chip (nvidia/ATI/Intel) is inside the laptop?

In fact, if you link me to the dell website and the laptop you've got, then I will link you to the correct drivers.
