Default Windows Fix Alerter

I get a little pop-up on vista home premium every once in a while and it shows a list of a bunch of programs that stopped running a while ago. Most of them were from when my pc would freeze or something and I would cancel the process. It then lets you put a a check mark next to them to fix them. I realize that this must be using some memory and disk space even when the pop-up is not up. Does anyone know how to shut this feature off?
