Unhappy Funky window not showing problem

Sorry I am new to this forum, but I have a big problem. In excel (2003) when I click the bar that has File Edit View etc. Instead of seeing a list of options in the little bar that pops up all I see is a clear box. You can barley see the outline of the box. Also when I am in internet explore all of the (File Edit etc.) work except for the Favorites tab. Does anyone know why this would be happening. Also I just noticed that when I am in Microsoft word and I have a misspelled word and I right click on the word to get a dropdown list of correct options I get the same clear box.

Note: I have clicked in the box and there are not any links in the invisible window.

Nevermind I did the new SP3 update and it fixed the problem. Finaly Windows actualy helped me. J/K LOL. ::
