Default Cell Phone Carrier

I am currently with T-Mobile, and want to go to another carrier. I live in an Apartment building, in a city, and some of the people n my building complain that they dont have good service in their apartments. Would someone here have experience with this, or are their carriers that let you test the network or something? Or maybe something where I can make my home a Hotspot and use my internet connection for a strong signal.
I know T-Mobile does that, but I get a good signal in my apartment, I just dont like T-Mobile.

Or can I buy an unlocked phone, and have it access the internet where ever I have cell service, like my current phone does?

I am looking for a Smartphone, I currently have the T-Mobile Dash.

Thanks.

I'm pretty sure that we had something like a 1 week trial period when we first entered our contract with sprint.

buy an iPhone, jailbreak and unlock it, and test different carriers and see which one you like!

I always used Cingular/ATT and it was fine till I moved to SoCal. It stinks here, can't even get service in my house. But I switched to Verizon and it's great.
