My old school blocked Google once, because we were viewing the 'blocked' sites, via google cache... LOL!

No the problem is that they are required by federal law to block your internet usage. Read through there. Every school system that qualifies for e-rated technology (large amounts of technology at educational discounts) has to abide by the federal standards of CIPA. We get audited by the government and they tell us we have to block certain things or we lose funding. Our e-rated funding helped us buy 6,000 macbooks and 20 xserves, and it helps pay my salary, so I am going to abide by those standards because I have to.

They used to block random youtube videos... then we learned about Proxys

You can thank the Chinese for making encrypted proxy sites which now make people who run interent filters use them more strictly. I also could care less if a student can't access myspace or facebook or download illegal software while in school, you are here to learn not to play around. If I got caught doing any of that stuff at work I would be fired. It is a life lesson and it doesn't change from when you stop going to school and get a real job. People get fired for internet abuse all the time at their jobs.

Since there are always those jerky kids who think they are hackers or know better and do things like use a proxy they ruin it for everyone else.

I also would never risk my job for some kid's internet usage. Jack around on the internet at home in your spare time, not while in school.
