Nero has a good rep and is quite popular. That will work well if you want a retail product along with the fixed level set. For home videos that run into more then two hours by chance then a program like NeoDVD comes in since that allows for seeing a longer video burned onto a single disk. Even that however is still going to be a retail product.
CDBurnerXP is more or less intended for audio not video as you will see when looking over the informaion there. That won't work for seeing video captures and edited video clips burned even for video cds unfortunately.

Win a free license? The download seen there is more of a shareware not a freeware. You can add any background with a number of retail programs. But that will likely be the direction to go anyways to see a full featured program that will work.
