Default CPU programs dont recognize multiplier changes?

hi, recently i changed my processor from an fsb of 1066 and clockspeed of 2.93ghz to an fsb of 1600 and clock speed of 2.4ghz. i simply lowered my multiplier down from 11 to 6, and raised the fsb to 400.

Then when i boot into windows and check speedfan, my estimated clockspeed is 4.4GHZ!!! The only program i have so far that has been correct is CPU-Z, speedfan and 3dmark06 both think it is still on a multiplier of 11.

is there any way to fix this?
