Default General spyware/adware question

I'm curious: Whenever I encounter malicious software such as adware and/or spyware, it's usually connected either directly or indirectly with some website and/or product.

But the websites remain active and the products still sold...

...why?

Because they are hosted in countries where there is no rules on internet. Therefore they are not violating laws and cannot be arrested...
