Default very strange problem

I upgraded the main board and CPU and reloaded windows XP home version. now when I drag a window or scroll up or down the object on the screen moves in jerks and ripples, not a smooth movement. reloaded several times but no change. reformatted drive and loaded windows 2000 and that works fine.why can't I get a good win XP?

have you installed the lastest drivers for your graphics card, if i understand what you are on about i get that when i do a fresh windows install, the graphics drivers need installing.

it's worth a try but typically when my graphics driver is not installed I just get poor quality, not this ripply effect. The picture comes in like waves, each subsequent wave washes in a little more of the picture. When I drag the window across the screen it moves in short bursts, not the easy even flow I'm accoustomed to. There is a feature of the mouse that leaves short lived multiple points as you drag it along, it's similar to that.
