Default OEM vs Retail CD/DVD Burners

Ok, I know the difference of the two when it comes to operating systems, but is there a big difference when it comes to CD-Roms and Burners?

OEM = Just the DVD/CD drive

Retail = Retail box, installation instructions, possibly software (such as Nero) and SATA or IDE cable.

The same applies to hard drives, too. Retail HDs usually come with some sort of backup software.
