The first thing to do when seeing any blue screen is take notes on as much information as you can and pay attention to see if the name of any device or software driver is shown. In XP there's a registry value you can set from "1" to "0" to keep the crash control from seeing the system restart while being something for the advanced user there.

The SPCMDCON.SYS file is the thing to look at there being the mini command console in both 2000 and XP alike. Since you posted the actual blue screen that helped identify the system file causing the problem or lack of it if missing or corrupted somehow.

You could try the system file checker with the XP cd in the optical drive with the "sfc /scannow" command entered at the Run prompt. But the best results you are likely to see would be manually expanding the replacement from the I386 folder on the installation disk while booted up to the recovery console.

For seeing a replacement file expanded say D is for the optical drive you would type in at the prompt: "D:>expand I386\spcmdcon.sy_ C:\Windows\system32" and press the enter button. The uderscore is seen instead of the second "s" on sys files extension since the file is still compressed in a cab file there.

The tcpip.sys error is a system driver type file found in the system32 folder and can be optionally started or stopped by going into the Control Panel to open up the services section. Using the system file checker with the XP disk in the drive could likely see that replaced.

The alternative is to boot upto the recovery console when booting off of the XP installation disk and selecting the R for repair option in order to manually see a replacement file expanded from the I386 folder on the disk when at the command line prompt seen there. Windows problems as well as a bad supply can see a number of items like constant restarts. How long has this copy of Windows been running since the initial installation?
