Default XP wont start. missing .dll file

i forget the exact filename that she's missing...but on my friends comp, when she tries to start up, it says it's missing a certain .dll file and that reinstalling my fix the problem, and wont boot up. i told her she will probably has to do that...but her mom doesnt wanna lose her pictures and all that stuff she has on there. but (i havent done it in a while so i'm not 100%) cant you restore the files with the XP disc without having to freshly reinstall windows completely? like...she'll be able to keep the things she has on there, but basically restore the windows settings and components? or is she SOL? i told her the other option if she has to is to send the HD in and get the information recovered.
