Multiplier rapidly changing

I just got an e8400 and ga-ep35. I'm a bit of a noob when it comes to overclocking. Now I ran a cpu-z test and I noticed it was running at 2.00ghz (6multipler at 333bus speed) I wasn't really looking so I'm not sure if i was changing at this time. I changed it to 9multipler and 400bus speed which should be 3.600 overclocked, Now I have cpzu test open and it's changing from 6-9 multipler every now and then, so 2400ghz to 3600ghz. Any ideas?

This is just intel speedstep.

The multiplier lowers to 6 when the processor isnt doing anything, to save energy, it then rises to 9 when the processing speed is needed.

If you want to seriously overclock, i recommend turning it off in BIOS

It's actually Intel C1E, but same idea.

and its not worth it to turn it off, because within a nanosecond the speed comes back up to address whatever needs to be processed.

OC it to whatever you want, it will change the multiplier only if I am correct. So if you OC it to 9*400 it will be that speed when you actually use it. If you're not using it it will go back to 6*400 (2.4Ghz).
