^^ Or just do as I said and use an older drive that uses Molex and hook up a toggle switch.;

Try disabling it in device manager, then windows won't even access the device. You want access again, then just re-enable it and voila, you are done.

When did the OP say it still spins up without a disc in it? I've owned dozens of disc drives, many of them Lite-On, and never has one spun with no disc in it.

Every time explorer accesses the device nodes, like the hard dive per se, it will also scan the optical dirves, it does this to find out which exact drive you are talking about. This is all done under the hood, and all you see is dive letters. Sometimes they spin, sometimes they don't and I think a lot of it depends on configurations.
