Default usb not reconised on vista basic

usb is not reconizeing anything i hook up to usb ports. I have a toshiba 135-2256 satellite laptop with vista basic, and the flash drives,mouse,web cam all work on my other computers with XP. Can anyone tell how to make the usb work on this computer?

try installing the newest usb drivers from the toshiba website.

none on toshiba and none when I try to use windows update
