Default Help with quite graphics card

Ive invested quite some time troubleshooting my computer noise, going from 3pin to 4pin cpu fan, and getting fan controller, only to find out my ati 1650x pro card was 90percent of the noise. I am looking for a card that will support direct x 10 and is quiet. A few people suggested the 8800gs. Is this quit?
