Default Chipset and brand relationship

If several brands have the exact same chipset on their video cards, will they vary a significant amount in performance?

I know this is a very vague question, so I apologize

some brands already offer overclocked versions of cards that significantly increase performance over stock clock cards.

i don't know if this is what you wanted to know about.

Some manufacturers use higher end coolers, some use waterblocks, some are factory overclocked, some are overclocked higher, and some are for the name itself.

When a video card first comes out, they are usually all around the same price, within a few months the prices will differ even more.
