For one, the G Skills is out of stock. Doesn't help if I want to order now, does it? Also, as mentioned, the above Corsair is CL5. CL4 is 20% faster than CL5. 20% can be quite alot to a gamer.
not literally, no. actually you will never ever notice the difference unless you overclock the sticks out of spec, in which case the higher timings will hold you back.

It wasn't raised, you just caught them in the middle of adjusting the "sale" price. They don't expect anyone to actually pay the "original" price (what you saw), it's just a marketing tool so people feel that they're "saving" money on the "sale" price.

Like the "members" card at grocery stores. If you caught a grocery store in the middle of taking down one "members" price sign and replacing it with another, would you suspect them of some insidious plot to raise prices?
