Default Cpu 100% ???

A short while ago I started a thread here to help me diagnose a problem with installing Windows onto my new computer.

Turns out that the problem had nothing to do with drivers or my memory. Apparently what has been happening is as soon as I booted from a disc my CPU was going to 100%.

I managed to install Vista 64 bit (after 15 hours) and when I got in I opened task manager, looked at the performance graphs and found that every 6 seconds my CPU spiked to 100% and the rest of the time it was about 60-70%.

So now I have a new problem and was hoping I could get some help. Why would my Intel Core 2 Duo E8400 Wolfdale 3.0 GHz processer be going to 100% with virtually no load on it, and what can I do to fix the problem?
