1. - $50
2. - $20

Being the age / how old the model is, not worth much.

a 3000 bundle in my local store with 1gb of ram and motherboard is £45 which is like $90
450w PSU is like £25 which is like $50

say a 50% reduction because its used and you end you with ~$70 of gear

After looking on eBay, in the USA, an Athlon 64 3200+ will bring in about $25.

I dunno I sold a 4000+ for 50USD on ebay and that is 2.4ghz with a zalman aftermarket fan.
So Stock + 3200+ I would say 20-25 bucks.

$50 for an A64 3200+? You can buy a brand new Athlon 64 3800+ for $30....

if the AMD is socket 939 i'd say $25...
the PSU is most likely a generic cheapo, so like $15-$20 (depending on +12v rails, but, it is used)
