Unless you broke something when you popped it off, you should be able to reattach it just by placing it where it's supposed to be and applying pressure until it clicks.
As to the problem, it's likely being caused by some short in the keyboard. You might try removing the keyboard and cleaning it with rubbing alcohol, but if that doesn't work, you probably need to replace the keyboard, and I don't think you'll be able to find a replacement for an old, off-brand machine like that.
