I definitely can recommend the CPU, it runs great, and I unlocked mine to a fully functional quad core. The chances of doing that though are low, but it is still a very good CPU for what you are going to be doing.

The operating system is up to you, but that list includes basically the same things you listed. The total is around 600 (I added it up quickly sorry if I'm off) so you still have enough room in your budget for a Operating System, and a Monitor
