Laptop won't boot up

A black screen w/ white writing comes up whenever I turn my computer on... with this message
"Windows could not start because the following file is missing or corrupt:
<Windows root>\system32.hal.dll.
Please re-install a copy of the above file"

What has happened to cause this? And what does this message mean?

Gateway laptop

Do you have a installation CD of the OS? If yes, try reapiring the widows installation.
