Default PSU's and Motherboards

I'm about to embark on the adventure of building my own computer. Before I do, however, I have a question about power supplies and motherboards. I have seen in some of the builds on here, people have recommended a PSU with a 20+4 pin main connector and a motherboard with a 24 pin power connector. What does this sort of thing mean? I want to make sure I get components that will work together.

Also, in addition to the 20+4 Pin Power, motherboards will require a seperate 4 Pin Power lead to go up in the top, near the CPU. Some of the higher end / newer motherboards will ask for a 20+4 Pin and an 8 Pin (instead of the 4 pin, for the CPU).

The 12-volt is usually used for things with motors like the hard drives, CD-ROM, fans, etc. Not forgetting GPU's

So when a CPU cooler says it has a 4-pin power connector, would that come off of the 12-V rail then?
