Default Making my computer a server?

I have DSL and i want to be able to make my computer a server. I want to be able to fo to any computer connected to the internet and type in (ex. http://12.193.19.230, or http://www.geoffscomputer.com) and be able to download/upload files from my computer to the client one. I have tried some programs that work fine over a LAN, but i cant do it online because the IP is 192.168.xx.xx. Do any of you know a program where i can set the ip to go to or a program that can find out the real ip? any help would be greatly appreciated.

It would be best if the program was free, but a trial will do.

So you are behind a router? Your routers config pages should be able to tell you your external IP, www.noip.com offers a good DNS service (it's even free if you don't mind a slightly longer domain), they even have a client that will run and make sure they always have your IP.

you don't use the 192 address to access it from the net, you use the external address of the router, then setup a virtual server on the router (you may have to open a port # or two, depending on the vpn software your using).
