Default Best hardware for video treatment

Hello,

In first, sorry for my english I'm french...

I have a problem, I would like to make capture of video and assembly video because I film rally, but without any loss of quality to engrave them on supports DVD.

So my question is : What is the best configurations and hardware that I need to treat video (processor - graphic card...)

I take all your idea and explanations because I'm not very good in informatic but I'm able to assemble a PC myself.
