About a week ago I got a neighbor's laptop (Dell Inspirion, XP) and it would not boot. I took the ram out (128mb) and it booted into XP, although very slowly obviously. I put the ram back in, no dice. I posted on here and some other forums and the general consensus was bad ram. I put a new piece of Kingston pc2100 512mb in that I got from NewEgg and still no go. If I take the ram out it boots all the way to the desktop, but without it, the power light comes on, but the screen is completely blank. No XP cd available either.
