Default USB ports not functioning

I have a Toshiba satellite laptop. The USB ports are not funtioning properly. Whenever I plug a USB device in it gives an error message saying that it is unable to recognize the device. The drivers are updated. I have tried re-installing the drivers and have had no luck. Please help.

Does this occur with only one particular USB device, or anything you try to use?

Anything that I plug in. My printer, ipod, card are all getting the same error. On every one of the USB ports.

I have tried all 4 USB ports, all have the same result "cannot recognize the device" error.
