Default memory upgrade?

Ok, so i got this computer from cyberpower about a month ago, and it does pretty good on games, and movie and multitasking and such, but this christmas i am going to upgrade to 4 gigs of ram...
So today out of my curiosity i downloaded cpuz and it said i have 2 gigs of PC-6400 DDR2 ram but then i looked at the speed and it was 400mhz???Whats up with that,400? isnt 6400 rated at 800?Whats up with this?and the CAS latency timings were 6-6-6-18...

So this christmas i am going to upgrade to 4 gigs of 800mhz ram with CAS timings of 4-4-4-12, will i find a bit better performance in how the system runs?


I know when i upgraded my laptop from 512mb to 2gigs it made a hella big difference.So i was wandering if it would do the same...
Do they lower it on purpose?
