Hey

how do u make A windows Ftp Server for a Household to access via Cute Ftp to upload files to ....

er. not sure which way round you want this. I think that cuteFTP is a ftp client, which you'll use on the machine from which you are working.
However you need to be running an ftp server app on the machine whcih you want to be acting as the server. I use(d) http://www.serv-u.com/ but i'm sure there are plenty of options available. One you have the sever up and running you should be able to connect with any ftp client.
