There are learning remotes where you point the Universal remote and the TV's remote at each other and the learning remote with "learn" the commands of the TV's remote. There are also regular universal remotes. These are more common. This is where you either enter in a code on the universal remote corresponding to your TV's model, or you point the remote at the TV and push a button so that the remote can find its signal.

All universal remotes have to be programmed in some way. You can't just buy one and then expect it to turn on the TV the second you take it out of the packaging.

Logitech Harmony 550 ^ I've owned that remote for two weeks. Get that and that's all you'll need. It's easy to setup and compatible with thousands of devices. Although it doesn't have native support for bluetooth/PS3, you can buy a Nyko Blu Wave remote and program the Harmony to use it's USB adapter with the PS3. I wouldn't go with any of the cheap universal remotes, unless you want to spend hours trying to program one.

Man, I love it. That Blu Wave is suppose to arrive sometime this week. I can't wait. I'm gonna throw all my remotes in the garbage.
