Default vista logo not appearing

I just got a new pc, when I booted it up I noticed that the vista logo does not appear when the os is loading up. All I see is the little loading bar and the MS copyright. Why isn't the logo appearing here?

it's only supposed to be a black screen with the loading bar animation and ms copyright?
