Default Is my memory slots broken?

Hi,

I have a evga nf66 motherboard. My memory slots go white/black/white/black. Any memory that goes into the first white and black slot will make my pc not boot up. The fans run, cd drive works, etc. If I place my memory sticks into the last white and black slot, the pc will run perfectly fine . Because of this, I can't dual channel. Is my memory slots just faulty?

I'm using KVR800d2k2/4gr. 2x2 gb 800mhz.
