Exclamation Strange overheating + CPU issue

Hello guys, i really need some help at here. I bought a M1210 DELL XPS laptop about 2 years ago, and now something is going wrong with it. about a couple months ago, my laptop will suddenly faced serious lagging problem which i couldn't find anything wrong with it.

After i restart my computer, the laptop will go back on track again and i thought everything is fine again. Lately, the problem started again and restarting juz couldnt solve the problem anymore. I went to repair the laptop and the guy changed my cooling fan, and now the fan is working great. The problem didnt occur again since it was winter and the laptop temperature is prefect. However, when i come back to my own country, Malaysia, a tropical country, the problem occur again. The problem i am facing is that when the laptop temp rise up to 53c+, the CPU will start operating something behind itself ( i didnt open any programs or games), i checked the Windows Task Manager, it shows CPU usage 50%~70%, so it cause a little lag.

If i opened a game and the temperature rise to 58c +, the CPU usage goes up to 95%~100%, and my computer will be lag as hell and i couldn't even restart it or shut it down. Is it a CPU problem? Motherboard? or GPU? or Virus? I am so desperade now and i wish whoever faced this problem could share me some solutions to this.
