Monitor Dimentions vs. Brightness

Hey guys. I have this 17'' CRT monitor for about 5-6 months now and since the begining i have this problem.

When the screen is showing a dark picture the screen dimentions are normal, but when i open IE for example that is bright (white about:blank page), the dimentions get a little wider from top and mostly sides.

I thought it is something that will pass since my freind's monitor does the same thing too and its new, but it still didn't.

Is this normal or i have to do something to fix it?

You don't say brand, model, or version.
But this is a common problem in cheap monitors ... it's a PSU regulation issue and you'll have to live with it.

If the monitor is middle range or better, it shouldn't happen so needs to be returned to be fixed.

Well the brand is Elite, i don't know the others.
