Exclamation Need help with laptop!! Please help!!

I previously posted on my laptop being screwed up. I created a boot disk with hal.dll on it because it's missing and wont start up in any mode (running windows xp). I made the boot disk using nero to create "bootable data cd". The Operating system just goes straight to windows and wont boot the cd. I tried going into the bios to change the order it starts to cd b4 hd, but when i press F2 it dosent go in. I also tried all the other F# buttons and none work, exept it does say push F8 for troubleshooting and more options, so i did it. Then it gives me a list of these choices...
safe mode
safe mode with networking
safe mode with command prompt

Enable boot logging
enable VGA mode
Last known good configuration
directory services restore mode
debugging mode

start windows normally
reboot
return to OS choices menu


those are all the choices but none of them work. any1 know what to do?? Will I have to buy a new hard drive because it cant work?? Please help!
