Default games for pc?

what makes a game like GTA3 run its best? is it a videocard or good cpu? or what??

CPU,RAM, and Graphics card.

CPU-AMD, and the higher the better.

RAM-DDR and again higher the better

Graphics card- um theres allot to that, ask someone use haha.

GF4Mx440 or above just OK
If you run its Best,9550 or above just OK !
I suggest you that 9550 is enough!
Above that is waste!!!

for GTA3 yes, just make sure you know that doesn't apply for all games lol.

a nice radeon 9800 Pro will do the trick with the graphics, as for CPU you will want something fast with a high FSB, try the pentium 4 extreme edition's. RAM is pretty much standard but the bigger the better, the higher the speed the better and the lower the timing the better, low CL timing is usually around 1-1.5 ms.
