Default Decoding Dolby Digital and DTS

I have been searching to see if there are sound cards that decode Dolby Digital and DTS. I have found out that this is something that most sound cards don't support, but I was wondering if there are DVD player programs like Power DVD that decode those surround sound formats. If such players do decoding, then if I had a soundcard with 5.1 outputs connected to my receiver, would I get surround sound?
