I have a quick question.
Are these the same processors? One says 540J and the other just says 540.

The J has built in Virus Protection its called Execute Disable Bit Protection check it out here...

I wouldn't say they are always cheaper than tiger, I don't buy from either so I don't know but I'd imagine that sometimes newegg will be cheaper and sometimes tigerdirect will be

Yes, it's basically the same as the non-J but as some added features and a slightly improved process for a lower TDP
