Default fried CPU or Motherboard?

Hello, I have a question hopefully someone knows about this.

I have this dead laptop which I am trying to get working
I completely disassemble it and left motherboard CPU and power supply.

If I press the switch all it does (same as it did when assembled) the power led blinks for about one second and then turns off. No fan activity or bios post.

If I remove the CPU and turn it on, led stays on but of course nothing else happens.

I tested the power supply with a voltmeter and it seems to be ok.

Last time it worked it would turn on sporadically and worked perfectly when it did turn on , same happened on battery or plugged in to power. one day it just stopped turning on.

If it is the cpu then I just buy one, but if it is the motherboard I guess I can sell the remaining parts I dont want to buy a cpu just to test the motherboard.

cpu is a celeron at ~1.8gzh
motherboard socket is MPGA478MT
512 RAM

Westinghouse laptop (yes you read right, westinghouse)
