Default 2800+ Only Running @ 500mhz (4X multi) Presario 2100 notebook

I bought a new processor for this laptop and now that I installed it, its running at 530mhz only. and the multiplier is only 4X.. this is not corerect this should be a 1.6 or 1.6ghz processor.

There are numerous Athlon 2800+ processors. There is the XP, MP, and XP-M, and different revisions of each with different clock speeds.

its the xp.. and its because this thing has cool and quiet on it. cant disable in in bios either. but it bumps to 2.1ghz when under load, it just does not register with windows as that. I had to use CPUIID to get that.
