Default Home Video Surveillance?

What do I need to setup home video surveillance from my laptop?

What software should I use to record and what camera should I buy?

I am on a budget so this needs to be cheap and easy to use.

I'd like to set up motion sensor recording so it will not take up too much memory. I'd also like to have infrared set on a night timer. I also want to be able to view over a LAN.

What is the most cheap and efficient way to do this while still getting secure quality video?

I'm not really sure that it would be cheap because cameras let alone cost no less than $150. And usually if you get a package, there is usually software that is included in the package where you can watch whats going on through your cameras.
