Default Can my CPU hamper my GPU?

I'm browsing for a new GPU. A fellow in another forum told me that if I were to buy a fairly good one, my processor (AMD X2 6400+) would hamper it's performance if the two are "out of each other's leauge". So the question becomes; how do I know what kind of GPU my CPU can actually handle?
